In 2021, Judge Williams chaired the Prince George's County Re-Entry Advisory Board. Under his leadership, he provided recommendations to improve the existing re-entry process.

Judge Williams served as the co-chair of the Maryland Citizens Redistricting Commission, which was the first independent commission with 3 representatives from each respective party in the state of Maryland. 

Judge Williams chaired the Commission to Restore Trust in Policing, which investigated the Baltimore City Police Department over the course of 2 years. On December 2, 2020 the Commission released the final report stating their findings and proposed recommendations for reform.
